1. Background

The Government of the Republic of Newfoundland, through the Ministry of Transport and Infrastructure (MTI), is undertaking a major renewal of the National Ferry Fleet to ensure safe, reliable, and environmentally sustainable marine transportation services connecting the nation’s islands and coastal regions.

This project is part of the National Maritime Modernization Program (NMMP 2025–2035), which aims to upgrade transport infrastructure and reduce greenhouse gas emissions in alignment with national and international environmental commitments.


2. Scope of Procurement

The Ministry invites qualified shipbuilders, design-consortiums, and marine engineering firms to submit proposals for the design, construction, and delivery of new ferry vessels and related infrastructure.

The scope includes, but is not limited to:

  • Construction of up to six (6) new ferry vessels, capable of carrying passengers, vehicles, and freight;

  • Hybrid or fully electric propulsion systems meeting IMO Tier III or higher environmental standards;

  • Integration with existing port infrastructure and support facilities;

  • Provision of maintenance, training, and spare parts for a minimum of five (5) years;

  • Optional: Conversion or refurbishment of existing vessels to extend service life.


3. Eligibility and Requirements

Eligible bidders must demonstrate:

  • Proven experience in design and construction of ferries or equivalent marine vessels within the last ten (10) years;

  • Compliance with International Maritime Organization (IMO) and Republic of Newfoundland Marine Safety Regulations;

  • Financial capacity to execute projects exceeding N$250 million (Newfoundland Dollars);

  • Adherence to local content and sustainability criteria outlined in the Public Procurement and Maritime Development Act (2023).

Joint ventures and consortiums are encouraged to apply.
